Progress made in the Implementation of the AGPRM-Project

  1. Coordination Consultancy Firm 
  • The Consultancy Firm, PDP Australia, Pty, has been appointed by the Govt of Asom, to provide consultancy services for facilitating the reform process under AGPRM-SDP.
  • The contract was signed with PDP Australia Pty Ltd on 27th January 2006 and the consultants have been mobilized from the 5th April, 2006. The consultants have been provided with office space in the Finance Department and the Kar Bhawan, Dispur.
  • The consultants, comprising International and Domestic Specialists in the areas of Financial Management, Revenue, Debt, Pension, PSE Restructuring and Procurement, have finalized the ToR in consultation with the GOA officials and have given a detailed action plan. They have submitted a comprehensive Inception Report, which is under review by the Finance Department.

 

2. Steps to implement elements of an Integrated Financial Management Information System. 

         a. Procurement Advisory Group (PAG) for IGFMIS

  • The GOA had signed a contract with Dr Gautam Barua, Director, IIT Guwahati, on 14th February 2006, for his position as Senior IT/MIS Specialist (Team Leader) in the PAG. Dr Barua has commenced work from the 1st of March 2006. The main function of the PAG is to define the scope of IGFMIS keeping in mind the various software initiatives of the State Government including the CTMIS.
  • Dr Walter Green has also joined the PAG in the capacity of ERP/COTS Specialist for 1 person-month.
  • They have submitted the following reports:
  • Assessment Report
  • Project Implementation Report
  • Audit Requirement Document
  • Licence Requirement Document
  • Scope of Work for the Proposed Procurement Approach for the IGFMIS.

          b.Current status of CTMIS implementation:

  • Budget module has been made functional. The site preparation work is already completed in the Budget Branch of the Finance Department and hands on training are being imparted to the Budget staff.
  • The Treasury and the Pension modules have already been made functional in following 14 treasuries: Kamrup, Dispur, New Guwahati, Nagaon, Jorhat, Golaghat, Sibsagar, Dibrugarh, Bokakhat, Dergaon, Lakhimpur, Biswanath Chariali, Marigaon and Bongaigaon. The rest will be made functional by August ‘06. The Director of Accounts & Treasury has completed imparting training to the treasury staff. Site preparation for other treasuries is going on and it is expected to be completed by June ‘06.  Hardware procurement for treasuries has been completed.
  • All the treasuries are to be up linked by 31-12-06. All the treasuries are connected with the Central Data Centre at Karbhawan, Dispur, through VSAT connectivity and the major 29 treasuries are also connected by Lease lines along with the VSAT.
  • All treasury officers and some staff members from each treasury have been imparted training on CTMIS.
  • Steps are being undertaken to collect data for the Employee database.

3. Training

  • A batch of 22 officers from the Finance (FMU, Audit & Fund, Economic Affairs and Expenditure Control), Home, Health, Medical Education, PWD, Taxation, Public Enterprise, IT and Education were sent to attend a four day MDP course on Public Expenditure Management and Uses of ICT for Development in IIM Calcutta, from 2nd to 5th January
  • A batch of   21 officers from the Finance (Budget, Economic Affairs, Expenditure Control), Pension, Taxation, Excise, Home and Revenue were sent to attend a course on “Issues in Fiscal policy” in NIPFP, New Delhi, from 8th to 12th January, 2006.
  • The Commissioner, Guwahati Municipal Corporation also attended a training programme on Urban Governance at ASCI, Hyderabad from 19th to 21st December 2005. 
  • The FMU has also contacted National Institute of Financial Management, Faridabad and Assam Administrative Staff College, Guwahati, for designing training programmes for the Finance Department officials.
  • The various departments of the GOA have been asked to coordinate with the AR&T Department for meeting their training needs for fulfillment of the 2nd Tranche conditions. The relevant portions of the ADB TA Reports 4128 vol ix, pertaining to the training needs analysis of the various departments, have been given to AR&T for facilitating training of the officials of the departments.
  • A training programme on” Fiscal Responsibility and budgeting” for FAOs was held from April 10 to 13 2006, at the Assam Administrative Staff College, Guwahati.
  • A training programme on “Computer Application” for officers of Economic Affairs. Finance Department was held  from April 17-24, 2006 at the Assam Administrative Staff College, Guwahati.

 

4. Web-site

  • Initiative has been taken to launch a web site- www.agprmp.gov.in, which will showcase the reforms undertaken under AGPRM-SDP. This is in line with making the public aware of the reform initiatives taken up by the GOA. National Informatics Centre has been given this task. This web site will be linked to the national portal of India ‘www.india.gov.in’ which has also been developed by the NIC.

 

5. Audited Project Account:

    • For maintaining regular accounts of the Project a Deputy Accounts officer from the Directorate of Audit & Local Fund has been attached to the FMU.
    • A Chartered Accountant has been appointed for preparing theAudited Project Account of the AGPRM-Project, for FY 2005-2006. After a thorough evaluation of the cvs of several firms, that of Sanjay Hazarika & Co has been selected as the 1st ranking firm.
